-Pres. Boakai Assures As Defense Minister Highlights Pressing Needs at Armed Forces Day Celebration

MONROVIA – Liberian President Joseph Nyumah Boakai has reaffirmed his administration’s commitment to addressing the pressing challenges facing the Armed Forces of Liberia (AFL), emphasizing the need to enhance the military’s effectiveness and preparedness.  

Speaking at the 68th Armed Forces Day Celebration held at the BTC Barracks in Monrovia on Tuesday, February 11, 2025, President Boakai acknowledged the hurdles that have hindered the AFL’s operations, including last year’s disrupted celebration. He vowed that his government would work tirelessly to improve the living conditions, training, and resources available to military personnel.  

“Our administration is exploring every possible avenue to ensure that the AFL is well-equipped and adequately supported to fulfill its critical role in national defense,” President Boakai declared.  

As part of these efforts, the government has initiated the renovation of existing military barracks across the country to alleviate overcrowding, particularly at the Edward Binyah Kesselly Barracks and other operational facilities. The President also announced plans to restore the Todee Military Barracks to its pre-war status and instructed the Minister of Defense to collaborate with relevant agencies to assess and renovate military facilities in Harper, Maryland County; Sanniquellie, Nimba County; and Tubmanburg, Bomi County.  

President Boakai described Armed Forces Day as a moment to reflect on the extraordinary contributions of military personnel, whose unwavering commitment and patriotism have been the cornerstone of Liberia’s defense. He praised their tireless efforts in maintaining the nation’s peace and stability, while also acknowledging the challenges they face.  

“As we celebrate this significant day, we must confront the realities of inadequate housing, overcrowded barracks, insufficient budgetary allocations for recruitment and training, and other pressing needs that have hindered the AFL’s progress,” he stated. 

The Liberian leader also highlighted the importance of international partnerships in bolstering the AFL’s capabilities. He expressed gratitude to Liberia’s allies for their support, noting that collaborative efforts and shared resources remain vital to overcoming challenges and advancing the country’s defense agenda.  

“To the gallant men and women of the Armed Forces of Liberia, I extend my deepest gratitude for your service. Your bravery and dedication inspire us all,” President Boakai said. He assured the military of the nation’s unwavering support as they continue to protect Liberia’s borders, airspace, and waters.  

President Boakai called on all Liberians to honor the sacrifices of past and present military personnel by upholding the values of courage, integrity, and patriotism. He expressed confidence that, with collective effort, Liberia will build a stronger, more resilient Armed Forces capable of safeguarding the nation’s territory and future.  

“Let us remember the sacrifices of those who have served before us and honor their legacy by ensuring that our Armed Forces are never left wanting in their duty to protect our nation,” he concluded.  

“Our Army Is Challenged”

Prior to the President’s assurance, Liberia’s Defense Minister, Brigadier General Retired Geraldine Janet George-Johnson, sounded the alarm over the pressing challenges facing the Armed Forces of Liberia (AFL), calling for increased budgetary support to address critical gaps in housing, logistics, and operational efficiency.  

Speaking at the 2025, Armed Forces Day celebration, Minister George-Johnson emphasized that limited budgetary allocations have severely hindered the AFL’s ability to fulfill its mandate. She highlighted the delayed completion of essential projects, such as housing for troops and the renovation of military barracks, as key areas impacted by funding shortfalls.  

“The timely completion of critical projects, including housing for our troops and the renovation of barracks, has been hampered. Low budgetary allocations have restricted our ability to fully realize our potential,” Minister George-Johnson stated. 

The Defense Minister also pointed to logistical deficiencies as a major obstacle to the AFL’s operational efficiency. She cited inadequate vehicles, unreliable power supply, and insufficient medical resources as ongoing issues that undermine the military’s effectiveness.  

“Operational efficiency is crucial to our mission. However, inadequate vehicles, low power supply, and insufficient medical supplies continue to impact our ability to perform at the required level,” she explained.  

In addition to logistical challenges, Minister George-Johnson raised concerns about environmental threats to the Liberian Coast Guard Base, which is currently at risk due to coastal erosion. She stressed the urgent need for sustainable environmental defense strategies to protect critical military infrastructure. 

The Defense Minister also highlighted the lack of adequate accommodations and recreational facilities for military personnel, describing these as major concerns that affect morale and welfare. Despite these challenges, she reaffirmed the Ministry of National Defense’s commitment to addressing the AFL’s needs and called on the national government to prioritize increased budgetary support for the military. 

“The Ministry of National Defense remains unwavering in its resolve to tackle these challenges. We urge the government to bolster its budgetary support to the AFL to ensure we can effectively address these pressing issues,” Minister George-Johnson asserted.  

While acknowledging the challenges, the Defense Minister also expressed gratitude to the Liberian government and international partners for their continued support. She noted that 2024 had seen significant advancements in improving the living and working conditions of military personnel, thanks to collaborative efforts. 

“With the support of the government and international partners, coupled with President Boakai’s vision to enhance the conditions of our men and women in arms, 2024 has been a year of notable progress. Major barracks, including Camp Junes in Kakata and Camp Gand in Sanniquellie, have seen significant upgrades, while Camp Wilsner in Grand Gedeh is nearing completion. Renovations are also expected to commence at the Tubmanburg Military Barracks in Bomi,” she reported. 

Minister George-Johnson further outlined several initiatives undertaken under her leadership to strengthen the AFL. These include the expansion of training facilities, the introduction of state-of-the-art infrastructure, and the establishment of a new laboratory at the 14th Military Hospital. She also announced plans for the groundbreaking of an AFL Mental Wellness Center, aimed at addressing the psychological well-being of military personnel.  

In a bid to foster public-military relations, the Defense Minister revealed that the AFL has introduced an educational curriculum for the Reserve Officers’ Training Course (ROTC), which will be taught in junior high schools across the country. This initiative aims to instill discipline, patriotism, and leadership skills in young Liberians while enhancing public understanding of the military’s role.  

“We have expanded our training facilities and introduced cutting-edge infrastructure, including a new laboratory at the 14th Military Hospital. Additionally, we are preparing to break ground on the AFL Mental Wellness Center, a critical step in addressing the mental health needs of our personnel,” she said.  

Minister George-Johnson concluded by reiterating her commitment to transforming the AFL into a more capable and resilient force. She called on all stakeholders to join hands in supporting the military, emphasizing that a well-equipped and motivated army is essential to safeguarding Liberia’s peace and security. 

“The challenges we face are significant, but with increased support and collaboration, we can build a stronger, more effective Armed Forces of Liberia. Our soldiers deserve nothing less,” she declared.  

68th Armed Forces Day Anniversary 

This year marks the 68th anniversary of Armed Forces Day, celebrated under the theme: “Sustaining Peace and Security through Stakeholders’ Engagement: The Role of the Armed Forces of Liberia.” The main event took place at the Barclay Training Center (BTC) in Monrovia. It featured parades, ceremonies, and other activities to recognize the AFL’s pivotal role in safeguarding Liberia’s democracy and territorial integrity.

Armed Forces Day accentuates the importance of honoring veterans of the AFL and the Coast Guard who have demonstrated unwavering commitment to democracy, human rights, and national security. These brave individuals have upheld the tenets of a free and democratic Liberia, often at great personal sacrifice.

In line with the National Defense Act of 2008, the AFL has not only protected Liberia from foreign aggression but has also contributed to regional peacekeeping missions in countries like Mali, Sudan, and South Sudan. Additionally, the AFL has been actively involved in domestic initiatives, including road construction and other developmental projects, further solidifying its role as a pillar of national progress.

A Legacy of Service and Sacrifice

The establishment of the Department of Veterans Affairs in 2008 underscores Liberia’s commitment to honoring its military personnel. The department memorializes the talents, services, and gallantry of veterans, ensuring their sacrifices are never forgotten. This year’s Armed Forces Day celebration reaffirms the nation’s dedication to upholding this noble heritage.
