The legal team and family of Madam Grace Kpaan has categorically refute and condemn the recent media report that alleged that Madam Kpaan has been arrested for criminal mischief involving US$241,450.00.
The teams described the report as a defamatory report that is misleading and malicious propaganda against her personality and distort the facts surrounding an already concluded legal matter.
“These claims are not only baseless but are part of a calculated and malicious attempt to defame her character, mislead the public, and distort the facts surrounding an already concluded legal matter. She was in no way arrested by the court.”
In a statement released to the media on April 17, 2025, the legal team of the former Vice Presidential Candidate of the Liberia National Union in the 2023 general elections and former superintendent of Montserrado County – revealed that there has been no valid writ of arrest issued against Madam Grace Kpaan by any competent court of the Republic of Liberia.
Rather, it intimates that the complaining party, in an effort to undermine the lawful process, sought and obtained a writ of arrest from the Monrovia City Court—not the Civil Law Court. The statement adds that the Civil Law Court which is the court of jurisdiction issued the original Writ of Possession in favor of Madam Kpaan.
“Let it be made abundantly clear that no valid writ of arrest has been issued against Madam Grace Kpaan by any competent court of the Republic of Liberia. Rather, the complaining party, in an effort to undermine the lawful process, sought and obtained a writ of arrest from the Monrovia City Court—not the Civil Law Court, which is the court of jurisdiction that issued the original Writ of Possession in favor of Madam Kpaan. This writ of arrest was never served to Madam Kpaan. Instead, it was irresponsibly leaked to a journalist who proceeded to publish it on social media, misleading the public and violating basic legal standards.”
The teams representing the former Superintendent of Montserrado County continued by stating that the Civil Law Court, under the authority of His Honor Scheaplor R. Dunbar, issued a legitimate Writ of Possession on March 13, 2025, in favor of Oliver and Grace Kpaan, reaffirming their rightful ownership of 9.25 acres of land located in the Tweh Farm area, as previously declared in the court’s final ruling dated May 20, 2021.
The teams intimated that this final decision came after 17 years of legal proceedings, during which the Kpaan family consistently offered the opposing parties the opportunity to purchase the property.
However, employed that despite these efforts, the illegal occupants refused to vacate. Among those evicted by the court were Gibson Mayor, Theresa Segbo, and even the former Pro Tempore of the Liberian Senate—yet two individuals have continued to defy the court’s ruling and remain unlawfully on the land.
In furtherance, the Kpaan family stated that they lawfully acquired the land from the daughter of the late D. Twe, a fact well-documented and acknowledged in the court proceedings.
And that the accusations alleging that Madam Kpaan ordered the destruction of homes on April 12, 2025, are entirely false and strategically timed to interfere with the proper enforcement of the court’s ruling. Any such action falls squarely under the authority of the court’s Writ of Possession—not a personal act of criminal mischief.
At the same time, they revealed that no charges had been legally sustained, and no arrest was conducted in accordance with the legal procedures of the Republic of Liberia. And that any media report or statement suggesting otherwise is not only deceptive but borders on contempt of court and an affront to the rule of law.
The legal team and family further called on the Judiciary, the Liberia National Police, and responsible media institutions to investigate and expose those behind this orchestrated campaign of misinformation.
Adding that the Legal Counsel for Madam Grace Kpaan will pursue every lawful measure to protect her dignity and ensure that those responsible for the fabrication and dissemination of forged legal documents are

We urge the public to remain alert and cautious against the spread of propaganda aimed at tarnishing the reputation of individuals who choose to pursue justice through lawful means.
Madam Grace Kpaan is a respected public servant who served diligently under the leadership of former President Ellen Johnson Sirleaf. She remains a steadfast advocate for peace, justice, and the rule of law.”
