– Pushes for Public-Private Partnerships

Monrovia, Liberia – The National Fisheries and Aquaculture Authority (NaFAA) has officially handed over the World Bank-financed Fisheries College and Regional Center of Excellence facilities to the University of Liberia (UL), signaling a new phase in Liberia’s fisheries sector development. The handover ceremony, held in Monrovia, also highlighted NaFAA’s plans to embrace Public-Private Partnerships (PPP) to boost the industry.

Acting Director-General of NaFAA, J. Cyrus Saygbe Sr., emphasized the Authority’s commitment to modernizing Liberia’s fisheries industry, disclosing that a semi-industrial fiberglass boat is expected to arrive by mid-April. This development complements the ongoing assembly of 15 Kru and 8 Fanti fiberglass canoes at a contractor’s site in Liberia.

“We look forward to welcoming these modern fishing vessels, which will enhance our capacity and improve the industry’s productivity,” Saygbe stated.

Infrastructure and Sectoral Growth

The NaFAA official further revealed that major reconstruction work will soon begin on the Klay Hatchery, along with improvements to the Robertsport fish landing site. These projects, he noted, will diversify NaFAA’s revenue streams and strengthen its ability to fulfill its mandate under the 2017 Fisheries Act.

Saygbe also acknowledged the World Bank’s critical role in supporting Liberia’s fisheries transformation. “For years, the World Bank has been a steadfast partner, providing funding and technical support that have led to tangible infrastructure improvements in our sector,” he said.

Technology and Transparency Initiatives

As part of modernization efforts, NaFAA is set to roll out the Fisheries Management Information System (FIMS), an automated platform designed to facilitate the application and issuance of licenses, permits, and certificates. The system integrates digital payment options, including debit and credit cards, as well as mobile money, aimed at reducing revenue leakages and improving transparency.

To foster public engagement, NaFAA plans to introduce an Open House event, allowing media and the public to interact directly with its management and technical teams. Additionally, the Fisheries Hour radio talk show is set to return to State Radio and community stations to enhance communication and awareness within coastal communities.

Handing Over of Facilities

During the official handover, Saygbe presented the Center of Excellence to UL President Dr. Layli Marpanyan. The newly constructed facility comprises 28 rooms—14 of which are self-contained—along with 11 classrooms, seven offices, and four bathrooms. The project, funded by the World Bank and executed by NaFAA, aims to serve as a hub for academic and technical training in fisheries and aquaculture.

University’s Commitment to Excellence

Receiving the facilities, Dr. Marpanyan hailed the development as a milestone for Liberia’s fisheries sector, pledging the University’s commitment to maximizing the institution’s potential.

“This facility will be a beacon of knowledge, training future generations of fisheries professionals, scientists, and policymakers who will drive the sustainable management of Liberia’s marine resources,” she said. She encouraged faculty and students to utilize the center for research and innovation while fostering regional collaboration.

World Bank’s Endorsement

Speaking on behalf of the World Bank, Stefano Curto, Lead Economist for Ghana, Liberia, and Sierra Leone, reaffirmed the Bank’s support for Liberia’s fisheries sector.

“We are pleased to collaborate with the University of Liberia and NaFAA in establishing an institution that will provide the technical expertise required for a thriving and sustainable fisheries industry. This will contribute significantly to Liberia’s economy and improve the livelihoods of its people,” Curto stated.

Sustainable Fisheries Project

Providing an overview of the initiative, Abraham Dioh, Coordinator of the Liberia Sustainable Management of Fisheries Project, reiterated that the overarching goal is to improve fisheries governance while enhancing economic opportunities for the government and targeted communities.

With these developments, stakeholders are optimistic that Liberia’s fisheries sector will experience sustained growth, leveraging both academic excellence and strategic partnerships to foster innovation and economic prosperity.
