On the 15th of March 2025, Representative Frank Saah Foko of Montserrado County District #9 presented his Annual District Legislative Report, highlighting significant legislative and developmental achievements from 2013 to 2024. The report, presented to citizens of the district, emphasized growth, development, and his commitment to good governance.

In his address, Rep. Foko reiterated his dedication to ensuring that District #9 remains actively involved in national development initiatives, with key focus areas including education, health, electricity, water, road connectivity, security, and youth empowerment.

Rep. Foko outlined his active participation in major legislative reforms, including leading the campaign for the passage of Liberia’s drug law in 2023 to curb illegal drug trade and enforce stricter penalties. In 2024, he attended 146 legislative sittings, supported the passage of 32 bills, and endorsed 33 resolutions and petitions. Notably, he championed the repeal of the 2012 Act that created Harbel College, paving the way for the establishment of Margibi University to provide affordable and sustainable education.

The report also highlighted his advocacy for the creation of the Technical and Vocational Education and Training (TEVET) Commission of Liberia, along with his support for the establishment of the Paynesville Community College and the Liberia National Tourism Authority (LNTA) Act.

Rep. Foko emphasized the success of his office’s technical and vocational scholarship program, which graduated 204 students in 2023 for USD 27,631, with 450 students currently enrolled for 2024, costing USD 35,526.3.

He also lauded President George M. Weah for providing 100 TEVET slots for district residents. The report detailed support for youth empowerment through sports and cultural programs, including the full sponsorship of the Miss District #9 Beauty Pageant and the district football team’s participation in the Montserrado District Soccer Tournament, promoting unity and reconciliation.

Rep. Foko revealed that the District Development Council (DDC) endorsed the Legislative Development Project Fund (LDPF), with an allocation of USD 50,000 in 2024. The fund will support key projects, including:

Renovation of a public school in the People United Community.

Reconstruction of a modern community latrine along 17th & 18th Street.

Construction of a bridge in Gbangay Town Community.

Additionally, the Ministry of Public Works has commenced a 4km road construction project across key parts of the district, a development Rep. Foko described as “historic.”

The report highlighted Rep. Foko’s active role in ensuring transparency and accountability. Key oversight activities included:

Summoning the Liberia Traffic Management (LTM): Over concerns of unauthorized issuance of license plates.

Investigating Military Deployment: Addressing the unconstitutional deployment of the Armed Forces of Liberia at Robert International Airport in 2024.

Summoning the Civil Service Agency (CSA) Boss: Concerning allegations of illegal employment affecting over 40,000 civil servants.

Rep. Foko detailed his leadership roles in the legislature, including: Chairman, House Standing Committee on Maritime Affairs (2024) Chairman, Youth Legislative Caucus (2024)

Co-chair, House Committee on Youth and Sports (2023)

Member of House Committees on Public Accounts, Expenditures, Contracts, and Procurement (2024)

He reported attending 146 legislative sessions in 2024, introducing 11 key motions, including the successful motion that led to the appointment of Hon. J. Fonati Koffa as Speaker of the 55th House of Representatives.

Rep. Foko concluded his report by reaffirming his unwavering commitment to advocating for District #9, ensuring inclusive development, and strengthening governance structures.

“As your representative, I remain committed to speaking out against corruption, advocating for reforms, and ensuring sustainable development,” Rep. Foko declared.
